aye he's the Wyrmking, buhamut was always able to talk in most FF's. Though from the picture of the person he's talking to it seems he would only be allowed i the "Higher level" area. Like the new area's in the game with those Weird ass looking things in the Area "Emptiness" and the mobs i believe are called "Empty"? correct me if im wrong i don't quite remember. But yah i think of he's going to be any where i would imagine its there

Buhamut has a NON-elemental attack called megaflare.
Buhamuts attack is not physical, but is magical, yet cannot be reduced by magic resistance.
Empty's physical traits seem to not be physical, or magical. More like Non elemental.
So i kinda think thats where he would be tied in. Tho i could be wrong. Buhamut might as well just be in the Goblin city..
